No one follows the laws, and most importantly, no one is there to enforce the laws. That's very well-put. <BR/><BR/>There's a really easy solution to this. When I lived in the Netherlands, I wanted to go to an FC Twente match, but I couldn't just walk up to the gate and get a ticket. Rather you had to register (your name, address, passport number, picture etc) with the team as a fan first, which was a process that took some time (I assume it was reviewed by somebody). <BR/><BR/>Anyway, because of this process, I couldn't go. This was almost exactly 10 years ago. <BR/><BR/>But Holland had hooligan problems that were sullying their image too, and this was their solution.
